Who They Are
Judge Hunters believe that without accountability, every form of power — human, supernatural, or God-Machine — eventually becomes corrupt. They're the internal affairs of the Hunter community, ensuring Hunters don't become what they hunt, and enforce the God-Machine's mandate on everyone, including wayward Hunters. Judges interface directly with the Society of Leopold's oversight functions, the Veil Keepers' intelligence operations, and the Shadow Directorate's enforcement arm — every faction treats a Judge with careful respect.

Imbued / Shih Creed Abilities
| Level | Option A | Option B |
|---|---|---|
| ●○○○○ | Sense Guilt — instinctively knows when someone nearby has violated the mandate. Passive. | Truth Compulsion — a direct question forces a truthful answer unless the target beats a Willpower roll (diff 7). |
| ●●○○○ | Binding Word — formally charges a Hunter or supernatural; their abilities cost double for a week. | Witness — perfectly and permanently records everything observed in a scene, immune to alteration. |
| ●●●○○ | Mandate Enforcement — a formal challenge forces a Willpower roll (diff 8) or the target ceases the prohibited action for the scene. | The Full Account — perceives the complete record of all supernatural activity in a location over the last 24 hours. Roll Perception + Investigation (diff 6). |
| ●●●●○ | Formal Censure (2 Conv) — target loses 2 dots of their highest Creed/Discipline abilities for a month, appealable to a Moderator. | Justice Writ (2 Conv) — issues a binding judgment all parties must accept or formally contest; ignoring costs 1 Conviction/week. |
| ●●●●● | God-Machine's Gavel (3 Conv) — target's abilities at +2 difficulty for a month; assisting them costs 1 Conviction. Once/month/target. | Absolution (3 Conv) — formally clears a mandate violation, restoring lost standing. Requires genuine evidence. Cannot target Bystanders. |
